That becomes a proposal, with the metric it expects to move and the stores it applies to written into it. It gets argued over, and it is either approved or turned down. The ones turned down are kept, because the reasoning is the useful part.
What is approved gets carried out in the business. Once somebody records that it happened, the same metric is read again, against what was predicted and against the stores nobody touched. That is how you find out what it was worth.
A proposal has to name a metric the platform computes and the stores it applies to. Without both, it is not admitted. That is what stops the register filling up with things nobody can ever check.
